Microsoft Office Library Template menu options don't work

We have created a Notes application using the Microsoft Office Library (8) template within Notes. The first step in creating a document is to select MS Office Document - New Word Document. A blank document then opens Word within Notes. However, none of the menu options for Word at the top of the screen work. For example, nothing happens when clicking on Tools, Format, etc. We need to be able to get to the Tools option so that we can turn on change tracking for the document. We are using Microsoft Word 2000. The menu options work fine when Word is opened directly, just not when it is opened through this template.
I did find one user whom the menu options work for, and that person is also using Word 2000. Is there some setting that is causing these menu options not to work for all of the other users? Has anyone else had this happen when using the Microsoft Office Library (8) template, and if so, how can it be fixed.
